What is a $5,000 incentive worth to a buyer who can't use it? Through November 30, 2026, Howard Hughes Communities is offering $5,000 on new homes in Bridgeland. Buyers can put it toward the price, design-center upgrades or closing costs, and they can stack it on top of builder incentives. The newest community inside Bridgeland is the one exception.
Del Webb Bridgeland opened for sales in Creekland Village on October 1. It's a gated 55+ community with its own clubhouse and a planned 671 homes at buildout. For anyone selling an established home and weighing a Del Webb plan against other new construction in Bridgeland this fall, that exclusion changes how the comparison works. The list price matters less than three things that never show up on a price sheet: the financing offer, the stack of association assessments, and how Texas handles a school-tax ceiling when its owner moves.
The fine print draws a line around one gate
The terms on Bridgeland's incentive page are specific. A buyer has to sign a new-home contract with a Bridgeland-approved builder between October 1 and November 30, 2026, and close by March 31, 2027. The money is paid at closing. The fine print also includes this exclusion:
"This offer is not available for homes within the Del Webb Bridgeland community."
That line sits in the terms and conditions for the Howard Hughes fall offer. The promotion announcement on Bridgeland's news page says many builder partners are running their own offers that stack on top of it. In practice, every eligible builder in Bridgeland gets a $5,000 head start in a buyer's math this fall. Del Webb has to compete on its own terms.
From the reader's side of the calendar, this post goes live on October 29, so about a month of the contract window is left. A buyer who wants the incentive elsewhere in Bridgeland has to sign by November 30, which pushes the comparison into a few weeks.
Same village, two different offers
The clearest example sits inside Creekland Village. Empire Homes opened its Brookshire model at 20939 Medina River Drive on the same day Del Webb opened for sales. According to Bridgeland's announcement, Empire's Creekland homes start in the high $300s.
| Del Webb Bridgeland | Empire Homes, Creekland Village | |
|---|---|---|
| Opened | October 1, 2026 | October 1, 2026 |
| Model address | 21606 Denton Creek Dr. | 20939 Medina River Dr. |
| Starting price | Low $400s Distinctive Series; low $500s Echelon Series | High $300s |
| Howard Hughes $5,000 fall incentive | Excluded | Eligible with an approved builder |
| Builder-side offer | Advertised financing "as low as 4.75%" | Check the builder incentives page |
Del Webb's homes run about 1,600 to 2,700 square feet in one- and two-story plans with two and three bedrooms. Del Webb's main lever this fall is the advertised financing offer on its community page. The page lists a rate "as low as 4.75%." It does not give an APR, buyer qualifications, loan details or an end date.
The timing explains why that matters. In the Houston Association of Realtors' September 2026 market update, released October 14, Freddie Mac's 30-year rate averaged 6.86% in September and rose to 7.28% and then 7.40% over the first two weeks of October. With market rates that high, a below-market builder rate could be worth well over $5,000, or less, depending on which loans qualify, whether it's a temporary buydown, and what the buyer gives up to get it. That's why buyers should ask for the full terms in writing before comparing the two offers.
What the gate adds to the association bill
Bridgeland already bills in layers. Its 2025 assessment schedule lists a $665 annual Bridgeland Council master fee and a $690 annual Creekland Village fee. Residents get two separate invoices, one from the master association and one from their village association, and pay each one separately. Some sections add a third layer. Using 2025 figures from that same schedule:
- Medina in Creekland Village carried a $1,200 section fee
- Reserve at First Bend carried $1,900
- Harmony Grove carried $2,544
- Colorado Bend carried $75
The range is wide, and it follows what each section maintains. Del Webb's amenity list is long. It includes a private clubhouse with a resort-style pool, a fitness center, a golf simulator, a movement studio, indoor-outdoor pickleball and a full-time lifestyle director. Bridgeland describes all of it as sitting on top of the wider community's 250 miles of hike-and-bike paths and 900 acres of waterways. The question for a buyer is whether the cost is layered the same way. Del Webb's published materials don't break out its own dues. A buyer should ask the builder for every assessment the lot will carry, from the master association through the village to any Del Webb association, before comparing monthly costs with an Empire home a few streets away.
The same goes for the utility district. Creekland-area districts carry real rates. The Harris County Tax Office lists Harris County MUD 491 at an adopted 2025 rate of $1.00 per $100 of value. The document that settles which district a particular lot sits in is the MUD notice to purchaser in the contract package, and that notice is worth reading before the option period.
The tax ceiling a downsizer may carry in
For some buyers, the biggest line item in this comparison is the school-tax ceiling. Under the Texas Comptroller's guide to property tax exemptions, a homeowner who qualifies for the age 65 or older homestead exemption gets a ceiling on school district taxes. The ceiling is set at the amount paid in the year the owner qualifies, and those taxes can't rise above it while the owner keeps and lives in the home. Improvements to the home can raise the ceiling, and it applies to school taxes only, not the whole bill.
What happens when that owner moves is what makes this relevant to Del Webb Bridgeland. The Comptroller explains that the ceiling can transfer to a new home as a percentage. If an owner's ceiling means they pay 25 percent of what the old home's school taxes would be without it, the new home's ceiling is 25 percent of its school taxes. On a new home with $1,000 in school tax, that ceiling is $250.
So two buyers can pay the same price for the same Del Webb plan and end up with very different first-year school tax bills, depending on what each one is selling. The Comptroller also lists an additional $60,000 school exemption for qualifying homeowners 65 or older, on top of the $140,000 general homestead exemption. The Harris Central Appraisal District handles applications in Harris County and notes that eligibility begins once an owner turns 65.

Why the selling side sets the pace
Most buyers in this situation also have to sell, and the resale market they're selling into slowed in September. HAR's September 2026 update reported a Greater Houston single-family median of $325,000, essentially flat from a year earlier. Inventory rose from 5.1 to 5.5 months, homes took an average of 58 days to sell compared with 56 a year earlier, and pending sales fell 11.6%.
That has a direct effect on the incentive calendar. A buyer who wants the $5,000 offer at another Bridgeland builder has to sign by November 30 and close by March 31, 2027. If the existing home takes close to the 58-day average to sell, the March deadline gets tight, and the buy and sell timelines have to be planned together from the start. Del Webb isn't tied to that deadline because the offer doesn't apply to it. That leaves its buyers more room on timing and puts more weight on whatever the builder will put in writing. At its October 3 grand opening, Del Webb said a selection of move-in-ready homes was available, which suits a seller whose closing date is still uncertain.
With more homes on the market and pending sales down, buyers have room to ask questions. The ones worth asking here go beyond the list price. What are the full terms of the 4.75% offer, and when does it end? Which associations and section fees apply to this lot? Which MUD is it in? And how does the seller's current school-tax ceiling carry over?
